1.Opening
Chairman Hans Kettelerij is absent. Frank Knippenborg is acting chairman today and will open the meeting at 19:33 PM.

Maaike (administrative secretary) is absent. Lizanne Versteeg will replace Maaike.
On April 4, 2024, Ineke sent Monique Vos an email with six questions about the broad support available to those affected by the childcare benefits scandal. This broad support includes a more lenient approach when an affected person applies for a refrigerator. A comprehensive support package has been developed for this group. However, you must be a known affected person.
The municipality of Berkelland is the only one that has not yet responded to the questions.
Ineke's request is to put this topic on the agenda for the next meeting. Berkelland has confirmed that they will send it.
Due to circumstances, Saskia's availability is temporarily limited. A meeting is scheduled for Thursday, May 23, 2024, in Doetinchem, which Saskia, Maja, and Sylvia were planning to attend. Saskia indicates she will no longer be able to attend. Maja also indicates she cannot attend due to work that runs until 16:00 PM. Hans Kettelerij will be informed of the cancellations.
Maja had asked Hans Bussing about the current status of travel expense claims. Currently, you receive a city-to-city allowance, and the amount is not indexed. Those who received an allowance in 2019 receive 0,19 cents per kilometer, while clients applying for a new allowance receive 0,23 cents.
Maaike Coolen was supposed to take over and was ill for a while. The decision was made to take action by sending a letter, as we've been working on this for a year and still don't have any clarity.

4. Review of the House of Representatives Committee debate of 14 May 2024 on the amendment to the Participation Act
Saskia and Ineke also looked at it to some extent. Saskia compiled a summary and shared it with the members. Ineke specifically highlighted the cost-sharing standard, as this is a key topic in the Participation Act. The NSC wanted to know the cost-benefit ratio of abolishing the cost-sharing standard for those over 21. The costs were €5,5 million, and the benefits were not yet clear. Saskia will forward the summary to the administrative secretary.

6. Information from the working groups
Social Domain Working Group:
We'll start collecting all the advice issued for 2022 and 2023. This information will be used to determine what has been done with the advice and conduct an impact assessment.
Communications Committee:
A new date has been scheduled for a meeting with communications officer Sascha Koershuis. On May 29th, the options for Canva will be discussed, among other things. This is a program for creating flyers, which the client council can use for social media.
Sounding board group:
Edison was attending the advisory group for the first time, and his first impression was disappointing. Some clients aren't entirely sure what the rules are and what they should and shouldn't do. Edison happens to know this, but not everyone knows. Fijnder He felt very critical of what was being said. The next meeting is scheduled for June 26, 2024.
Local Commission East Gelre:
Sylvia had received an email from the social council. They've provided discussion points. As a client council, we can't answer all of them ourselves. Sylvia wants to involve Monique Vos, strategic policy advisor, in this. For example, the question is: what Fijnder role can play in asylum policy and what the current status of OAD (development-oriented work-related day care) is.
7. Outgoing and incoming mail
Language Job Coaching Evaluation: the dropout rate is not very high. Members indicate that it appears to be a difficult target group. While it's worthwhile to invest money, it requires considerable effort. While not many people actually find full-time employment, there are many trial placements and work experience placements. Edison notes that they are currently running a pilot program in major cities where clients receive a few days of training followed by a few days of work/participation in language practice activities.
The submitted annual accounts showed that the participation scheme for adults has lagged significantly behind in terms of consumption. This was not as expected. The Social Domain Advisory Council must indicate Fijnder that it must be clearly explained how the participation scheme for adults works and how they want to reach more people.
It's great to read that more than 1000 people are using the e-forms that we've been so busy testing.

Maja has a comment about the confidants at Fijnder for clients. Fijnder worked with a regional pool in collaboration with other municipalities. You can't find anything about this on the website anymore, and Maja contacted Hans Bussing to ask if Fijnder has appointed a confidential counselor.
